Após a entrada em vigor do presente Acordo, a Parte em cujo território este Acordo for assinado deve submetê-lo junto do Secretariado das Nações Unidas para registo, nos termos do artigo 102.º da Carta das Nações Unidas, e deve notificar a outra Parte da conclusão deste procedimento, bem como do número de registo atribuído.
Feito em Lisboa no dia 12 de abril de 2018, em dois originais nas línguas portuguesa, russa e inglesa, sendo todos os textos igualmente autênticos. Em caso de divergência de interpretação do presente Acordo, prevalecerá a versão inglesa.

AGREEMENT BETWEEN THE PORTUGUESE REPUBLIC AND REPUBLIC OF BELARUS ON ECONOMIC COOPERATION
The Portuguese Republic and Republic of Belarus, hereinafter referred to as «Parties»;
Desiring to enhance the long-standing relations and to continue the reinforcement of existing friendly and traditionally cooperative relations between the two countries;
With the intention of developing and intensifying their economic cooperation on the basis of mutual benefit;
Convinced that the deepening of the contractual framework establishes favourable conditions and a compatible basis for further cooperation;
Within the current framework of the respective legislation in force in the two countries and in full conformity with the principles of international law;
Have agreed as follows:
Article 1
Object
The Parties shall promote, within the framework of their respective national laws in force and international law, the expansion and diversification of mutually advantageous cooperative economic relations in all fields relevant to economic development.
Article 2
Cooperation Mechanisms
The Parties shall endeavour to broaden and intensify their cooperation through appropriate means, as follows:
a) Promoting the linkage and strengthening the cooperation between the economic development policy-makers, governmental institutions, professional organizations, business associations, commercial chambers, encouraging the exchange of economic information of mutual interest, as well as organizing visits of their representatives and other economic delegations;
b) Exchanging business information, encouraging participation in fairs and exhibitions, organizing business events, seminars, symposia and conferences;
c) Promoting a stronger participation of small and medium-sized private enterprises in bilateral economic relations;
d) Encouraging the cooperation in providing expertise in the areas of mutual interest;
e) Encouraging investment activities, the establishment of joint ventures and companies' branch offices;
f) Promoting of inter-regional cooperation and cooperation on international level on issues of mutual interest;
g) Cooperating on third markets.
Article 3
Joint Commission
1 - The Parties shall establish a Portugal-Belarus Joint Commission on Economic Cooperation to supervise the implementation of this Agreement (hereinafter referred to as «the Joint Commission»).
2 - The Joint Commission shall include representatives of both Parties.
3 - The meetings of the Joint Commission shall be held upon the request of any Party at regular intervals, alternately in the Portuguese Republic and in the Republic of Belarus.
4 - The duties of the Joint Commission shall comprise, in particular, the following:
a) Discussing the development of bilateral economic relations;
b) Drawing up of suggestions for the improvement of the economic cooperation terms between enterprises of both countries;
c) Monitoring the effective implementation of this Agreement, by making proposals and identifying priority cooperation areas of common interest.
5 - The Joint Commission shall approve its own rules of procedure.
Article 4
Settlement of Disputes
Any disputes between the Parties concerning the application or interpretation of the present Agreement shall be settled by negotiation, through diplomatic channels.
Article 5
Amendments
1 - The present Agreement may be amended by request of one of the Parties.
2 - The amendments shall enter into force in accordance with Article 8 of the present Agreement.
Article 6
Relation with other International Conventions
1 - The cooperation of the Parties under this Agreement is without prejudice to their international obligations arising from other international agreements to which they are Parties, as well as from the membership of the Portuguese Republic in the European Union and from the membership of the Republic of Belarus in its regional integration entities.
2 - This Agreement shall not be interpreted in such a way as to invalidate or otherwise affect the obligations arising from any agreements concluded between the European Union, or the European Union and its Member States, on the one side, and the Republic of Belarus or the regional integration entities to which the Republic of Belarus is a member, on the other side.
Article 7
Duration and termination
1 - The present Agreement shall remain in force for successive and automatically renewable periods of five years.
2 - Each Party may terminate the present Agreement by written notification through diplomatic channels six (6) months prior to its expiration.
Article 8
Entry into force
The present Agreement shall enter into force thirty days after the date of the last written notification by which the Parties inform each other, through diplomatic channels, about the completion of their internal legal procedures necessary for the entry into force of this Agreement.
Article 9
Registration
Upon the entry into force of the present Agreement, the Party in whose territory it is signed shall transmit it to the Secretariat of the United Nations for registration, in accordance with Article 102 of the Charter of the United Nations and shall notify the other Party of the completion of this procedure as well as of its registration number.
Done in two originals in Lisbon on 12th of April of 2018 in the Portuguese, Russian and English languages, all texts being equally authentic. In case of divergence in the interpretation of this Agreement, the English text shall prevail.
